I had the same issue but resolved it by manually installing the Language Features on Demand FoD using Games for laptop windows 10 free, I noticed that when installing the Japanese Language or Spanish Mexico I did not have some extra icons see screenshot belowI only had the first icon.

Reboot Windows 10 to complete the uninstallation. After the download succeeds, the Japanese IME should be working properly.
